OIL REFINERY TO BE PUT INTO USE IN 2015

Ulaanbaatar /MONTSAME/ At its regular meeting on Saturday, the cabinet decided to abolish a dependence on imported oil products so as to ensure the economic security and to implement the 2012-2016 action programme of the cabinet for reforms. Accordingly, a parastatal oil refinery with a capacity of processing two million tons of oil a year will be erected in Darkhan-Uul aimag in 2015. An obligation has been given to the Minister of Mining to take all related measures, the Minister of Economic Development has been told to to establish a credit agreement with a Japanese bank on constructing the oil refinery. As the government has decided, the factory will be established with the latest technologies of Japan's Toyo Engineering Corporation under a turnkey business term. The Mongolian companies will participate in the construction execution as well. It has been calculated that the new oil refinery will recover its investment in first four years in case of selling the oil products at 6-8 per cent off against the current price. DINOSAUR MUSEUM TO BE ESTABLISHED Ulaanbaatar /MONTSAME/ A museum of V.I.Lenin will to become the dinosaurs. This decision was made by the cabinet Saturday at its regular meeting. The building of the Lenin's museum is the only construction in which all skeletons and small pieces of such exhibits can be professionally kept and restored. The building was constructed in 1980 by State budget ordered by that time Ministry of Culture. It was owned by the Mongolian People's Revolutionary Party after the Party's historical Institute had been closed. At present, Ulaanbaatar does not have a construction to shelter each two of tarbozaurus, zavrolof and oviraptors that had been illegally exported and that are to come back to Mongolia. For the time being, the Paleontology center of Mongolia's Academy of Sciences has 200, the European exhibitions 90, the Asian exhibitions 26, and the museum of Natural history 150 skeletons and bones of many species of dinosaurs. SAKER FALCON EXPORT BANNED Ulaanbaatar /MONTSAME/ Saker Falcon (Falco cherrug) has been prohibited from being exported for trade. This decision was made by the cabinet meeting on Saturday. The falcon, proclaimed last year as Mongolia's national pride bird, will not be traded for five years. The cabinet also ordered all related organizations to ban people from catching the birds and from attemts to sell them. In 2010, only six thous.800 falcons were summering here, a number of those wintering were much less. The decrease in the number of this bird is threatening because it plays a vital role in ecosystem of steppes. The Saker Falcon is classified as endangered on the International Union for Conservation of Nature Red List. PROGRAMME ON HERDSMEN CO-OPERATIVE TO BE WORKED OUT Ulaanbaatar /MONTSAME/ A national program will be developed to improve herdsmen's cooperatives. Presently, there are over 310 thousand herdsmen and some 40 million heads of livestock. This sphere makes 15 percent of the Gross Domestic product and provides people with foods and processing factories with raw materials. In the last 20 years, the Mongolian herdsmen have cared for the animals in a form of a family entity, besides, hew natural disasters have been reducing the livestock and worsened the herdsmen's life. In view of this the cabinet meeting on Saturday ordered Kh.Battulga, the Minister for Industry and Agriculture, and Ya.Sanjmyatav, the Minister for Labour, to make a master plan to develop the herdsmen's cooperatives on voluntary basis and to present it within a first quarter of 2013 to the Government. For the time being, there are 1,380 cooperatives, 545 of which are engaged in agriculture sector, only 17 percent of total cooperatives have joint capital above 10 million togrog. A majority of them were established on a basis of former socialist cooperatives, the newly created ones have too small membership, cannot function properly, are too weak to help herdsmen. By this reason, the cabinet decided to assist as much as possible all cooperatives that are based on the baga (the smallest administrative unit in localities) at initiative of the herdsmen. This will increase the herdsmen's income, to create nice conditions for working and living, to reduce a poverty, and to create social and labor protection. DRAFT LAW ON ADDRESS REGULATION BACKED Ulaanbaatar /MONTSAME/ The cabinet meeting on Saturday discussed a draft law on address regulation, and decided to submit it to the State Great Khural. The draft has been worked out to create a legal environment for improving addresses of streets and real estates in frames of the action programme of the government. Clear and understandable addresses will help distribute state services to people and refine upon the business environment. In view of this bill, a draft amendment to the law on legal status of Ulaanbaatar city has been worked out. Ch.Enkhtuya , B.Khuder
