MPP FACTION MEETS

Ulaanbaatar /MONTSAME/ A meeting of the Mongolian People's Party's (MPP) faction discussed Monday a draft amendment to the law on State Great Khural, an issue of governors of some aimags, and other matters. The faction's head N.Enkhbold said his faction has reached an understanding with the factions of the Democratic Party and the "Justice" coalition on backing the draft amendment to the law on parliament. Submitted to the Speaker last Friday, this amendment aims to augment membership of parliamentary Standing committees, up to 21. The faction considered again the situation that had created after the elections of the Citizens' Representative Khural of aimags and the city's districts. Winners of the elections--the members of the MPP--at some soums and districts still have not taken their duties, instead they have been appointed the acting governors. Such appointments are illegal, they breach the Constitution and other laws, "appointing acting governors by the Constitutional Court is illegal, it was proved in 1996 and 1997, but the Prime Minister has done this illegal step," N.Enkhbold stressed. As the faction decided, this issue will be discussed at a meeting of the Standing committee on state structure on Wednesday, if necessary, at the parliamentary session. Both parliamentary and governmental policies on decentralization of the power and transferring it localities are realized badly, the faction considered, determined to draw up a related bill.
