DRAFT AMENDMENT ON NSC TO BE DISCUSSED BY PARLIAMENT

Ulaanbaatar /MONTSAME/ On Friday, a plenary meeting of parliamentary session considered as necessity to discuss a draft amendment to the law on the National Security Council (NSC) initiated by G.Uyanga MP. She herself introduced the amendment, a conclusion of the Standing committee on security and foreign policy was introduced by B.Bolor MP. As former members of the NSC have been acting as official and unofficial advisers to domestic and foreign companies, Ms Uyanga has worried that the state policy and information might be abused. Her draft amendment says that the state must exploit knowledge, skills and experiences of these people, that vacancies of advisers for them must be created at the NSC, that such advisors must be prohibited from being employed in foreign, domestic or joint companies as consultant, head or a member of the Leading representative council, and that these ex high-level state servants may be given salaries, equal to those of current ministers, and other provisions. As we informed before, this draft was considered as not worth of being discussed by parliament at a meeting on Tuesday of the parliamentary Standing committee on security and foreign policy. However, the parliamentary session backed this amendment. At the plenary meeting, some MPs as Ts.Davaasuren, O.Baasankhuu, B.Bat-Erdene, Ts.Oyunbaatar, D.Ganbat, G.Bayarsaikhan and J.Batzandan said they back the draft amendment's general content and principles. B.Bat-Erdene MP stressed that such these matters must regard not only former NSC's members, but also all state high-level officials, whereas J.Batzandan said the time has come to finally regulate the issue of state high-level officials.
