International Day of Diplomacy for Peace an Opportunity to Enhance Role of Dialogue, Negotiations to Resolve Differences

Doha, April 24 (QNA) - The issues of conflicts, wars, geopolitical tensions, climate change and humanitarian crises are the most important areas in which the United Nations and the international community seek to find understandings that are sufficiently respected by all parties to limit their consequences, in a way that leads to stopping their spread and reducing their losses in addition to strengthening and supporting the three pillars of the United Nations, namely development, human rights, peace and security through collective action and the efforts of pluralism and diplomacy at a time when the political, social and economic reality and relations between countries are affected by technological progress and information acceleration.
On April 24, the world celebrates the International Day of Multilateralism and Diplomacy for Peace adopted by United Nations General Assembly Resolution No 73/127 and approved on December 12, 2018 by a recorded vote of 144 members of the General Assembly. By that text, the General Assembly invites all Member States, observers and organizations of the United Nations to observe the International Day in an appropriate manner and to disseminate the advantages of multilateralism and diplomacy for peace, including through educational and public awareness-raising activities.
In the preamble to the United Nations Charter and the 2030 Agenda for Sustainable Development, preserving the values of pluralism and international cooperation on which the Charter is based is essential and pivotal in order to raise the ceiling of adherence to international standards, systems and rules that have guided state relations for seven decades in the face of isolationism and the growing challenges resulting from it and reaffirming the principles relating to the resolution of disputes between states through peaceful means.
Secretary-General of the United Nations Antonio Guterres said at the 2022 celebration: "This commitment is being broken. From the climate crisis to the multiplication of conflicts - including the ongoing war in Ukraine; the governance of weapons of mass destruction; health emergencies; and the global refugee protection regime - the multilateral system and the value of diplomacy are under threat from all directions."
The United Nations came into being in 1945, following the devastation of the Second World War, with one central mission: the maintenance of international peace and security. The Charter of the United Nations states that one of the United Nations' purposes and principles is the commitment to settle disputes through peaceful means and the determination to succeeding generations from the scourge of war.

General
The State of Qatar is among countries that stresses that peace and security are crucial to sustainable development, stability and prosperity, pointing out that development policies that address the root causes of conflicts and promote social and economic development can contribute significantly to achieving peace, security and sustainable development.
This includes Qatar's support for the "Silencing the Guns" initiative in Africa, and Doha's call on the United Nations and member states to continue their support for this initiative to achieve its goal by 2030, noting that the implementation of the initiative will contribute effectively to maintaining international peace and security, and achieving prosperity and well-being in the world.
The principles and objectives of Qatar's foreign policy affirm the adoption of preventive diplomacy and mediation in resolving conflicts through its long-term experience in resolving many regional and international disputes and the need to focus and invest in addressing the roots of conflicts, peace-building projects, mediation and dialogue and ensuring the effective participation of women and youth and marginalized sectors affected by conflicts and humanitarian crises.
The State of Qatar is proud of the high and distinguished level of its developed relations and strategic partnership with many African countries and the African Union in particular through its diplomatic efforts, mediation in settling disputes as an honest mediator, peacemaking and building in Africa in accordance with the priorities of the African Union initiative besides the efforts of the United Nations related to the operations of making and maintaining peace and building peace in Africa in addition to the humanitarian and development efforts of the State of Qatar to address the challenges in the continent.
Qatar had mediated in many regional and international files and issues over the past decade, exerting vigorous diplomatic and political efforts at the regional and international levels in mediating between factions, entities and states at the request of the concerned parties and without interfering in the internal affairs of states to bridge points of view and find sustainable solutions to conflicts and disagreements.
Doha hosts negotiations between conflicting parties and facilitates dialogue between them in more than one geographical area. These efforts have achieved successes that contributed to the maintenance of international peace and security. The Qatari mediation had a role in the signing of the Doha peace agreement in Darfur, in Eritrea's release of Djiboutian prisoners and in the release of hostages in Syria during the war years. Before that, Qatar's efforts resulted in ending the presidential vacuum in Lebanon in 2016 and others.
In this vein, the year 2022 was no exception for Qatari diplomacy. Last August, the Chadian parties signed the Doha Peace Agreement, which came as the culmination of negotiations hosted by the State of Qatar for five months with regional and international participation. The agreement paved the way for the convening of the national dialogue in the Chadian capital N'Djamena which aims to achieve comprehensive national reconciliation. This was praised by the UN Secretary-General who considered this agreement to be historic, calling for its support.
In addition, the State of Qatar was thanked twice by the United States for its successful efforts to release Americans who were detained in Afghanistan after long negotiations and Washington affirmed that Qatar is a steady partner of the United States in joint efforts in Afghanistan.
The State of Qatar views peace in a comprehensive manner. In the view of Qatari diplomacy, peace is not just the absence of violence and lasting peace is based on compromises and justice and requires the promotion of human development, especially in the areas of education and public health, the opening of job opportunities through economic recovery, the political and economic inclusion of youth, the defense of human rights, and the promotion of social cohesion by rejecting injustice and exclusion.
The State of Qatar strengthens the role of the Security Council through initiatives, mediation and preventive diplomacy that the international community should consolidate. There are many conflicts that can only be resolved through multilateral efforts. (QNA)
