Top official: There has been stir for a long time over buildings in Baku and its suburbs

Azerbaijan, Baku, June 28 / Trend M.Aliyev / Azerbaijani Presidential Administration Social and Political Department Head Ali Hasanov has clarified the issues arising from the decree of Azerbaijani President Ilham Aliyev to establish a commission to address issues related to residential houses and other buildings, erected in the protected zones of trunk pipelines, high voltage electrical networks, facilities of transport infrastructure and water, in land used by business entities for development of oil and gas fields. "There has been a stir for a long time in connection with buildings in Baku and its suburbs. We know the reasons for this stir - people do not want to move from places where there live, but some of the people, instigated by individual forces for certain purposes, create a stir on the basis of subjective judgments," Hasanov told reporters on Thursday, commenting on the decree. He said the master plan of Baku has been completely broken over the past decade. In addition, people have appropriated legally, semi-legally and illegally all land in the city, having commercial value, for example the land, located above the oil and gas fields, the land under main electric lines that provide electricity to the city, the land, situated above large pipes and other infrastructure ensuring other needs of the city. Houses have been built in these areas with or without permission of some structures of executive power. Elimination of all this is beyond power of only Baku's executive branch, Hasanov said. He said the Azerbaijani president created this committee so that this issue can be resolved at the state level. Answering a question on whether the Commission will carry out design of homes that do not have relevant documents, Hasanov noted that the Commission will consider design of houses which don't have documents. "If people have lived there for decades, the presence or absence of these documents does not make the situation easier. The matter is that a person lives there and has been a resident of this place for many years. That's why this issue will be considered as well. Possible alternatives will be sought. Chief interest to the Azerbaijani government is the rights of citizens, their well-being, and improvement of living conditions. Laws are a means, they are created to serve listed highest goals. Land is also freed in order to serve the ultimate goal of people. Relocation is made so that hundreds of people who stayed on the territory would be living comfortably. Therefore, the issue of unregistered homes will also be considered in the committee, recommendations to governmental bodies will be prepared," Hasanov said. Do you have any feedback?
