State agencies of Kyrgyzstan instructed to switch to electronic document management

Bishkek, April 18, 2022. / Kabar /. During the staff meeting in the Presidential Administration, Chairman of the Cabinet of Ministers of Kyrgyzstan Akylbek Zhaparov gave a number of instructions to state bodies, the press service of the Cabinet reported Monday.
The head of the Kyrgyz Cabinet instructed to develop and submit a decision to the Presidential Administration, according to which state agencies will be instructed to halve the use of office paper and to implement the practice of using office paper for printing on both sides of one sheet. This simple measure will reduce current consumption by 50%, which will also save the country's budget about KGS 112 million per year.
Akylbek Zhaparov stressed the need to accelerate the transition to electronic document management in order to preserve biodiversity and reduce harm to the environment, because production of 1 ton opf paper requires 17 trees, 35 thousand liters of water, 4 thousand kW of electricity and 240 tons of fuel. The decomposition of paper releases methane, which enhances the greenhouse effect 25 times more active than CO2, which also affects the global warming.
The Ministry of Finance of Kyrgyzstan is instructed to reduce funding for the item of expenditure of state agencies on the purchase of office paper.
The management of state-owned enterprises and joint-stock companies with state participation are instructed to develop a procurement procedure in connection with changes in legislation on public procurement and agree the document with the Finance Ministry.
