Russian State Duma chairman: State governed by rule of law must be based on its own historical experience

Russia's whole history for the past 20 years proves that a state governed by the rule of law ensures effective development and a decent future, chairman of the State Duma Sergei Naryshkin said at the international conference 'From ancient Russia to the Russian Federation: the history of the Russian statehood' at the Lomonosov Moscow State University today, the information and analytical agency 'Bulletin of the Caucasus' correspondent reported specially for Trend.
"There are special requirements for the current parliament which simply must improve the quality of its work, to meet the ever-increasing expectations of society," Naryshkin said. "Of course, it is necessary to be based on our own historical experience."
Naryshkin said that a number of scientific and cultural projects were implemented this year which has been declared 'Year of Russian History'. Naryshkin highlighted the establishment of the Russian Historical Society which is intended to continue the traditions of Russian Imperial Historical Society.
He added that the memory of the victory of the people and their trials, is a good basis for the unification of the nation.
"The attention paid to history must not weaken after this milestone year," he said. "One of the main objectives of the Year of Russian History is never to forget its lessons."
The Patriarch of Moscow and All Russia Kirill spoke at the conference which seeks to promote scientific understanding of the historical path of Russia, draw public attention to the Russian history, the role of Russia in the world historical process and the further strengthening of the Russian statehood.

Famous specialists in the field of Russian humanities, CIS and other foreign countries and representatives of the federal bodies and public organisations are attending.
Moscow State University Rector Viktor Sadovnichy, rector of the Russian State University of Humanities Yefim Pivovar and Rector of the Baku branch of Moscow State University Nargiz Pashayeva are among the participants at this scientific event.
Assistant Professor of the historical department at the Lomonosov Moscow State University, Ph.D. Ismail Agakishiyev and director of the political centre 'North-South', editor-in-chief of the information and analytical agency 'Bulletin of the Caucasus' Alexei Vlasov also participated in the plenary session.
In his report, Sergei Naryshkin said that next year Russia will mark the 20th anniversary of the country's constitution and the Russian parliament. "One must pay special attention to the development of Russian democracy and the institutions of democracy this year," he said. "It is important to know the recent history of our country."
