Meeting of EEC held in Moscow under chairmanship of Kyrgyz side

Bishkek, Dec. 16, 2022 / Kabar/. The final meeting of the Council of the Eurasian Economic Commission in 2022 was held in Moscow under the chairmanship of First Deputy Chairman of the Cabinet of Ministers of the Kyrgyz Republic Adylbek Kasymaliev, the press service of the Cabinet of Ministers of Kyrgyzstan reported.
During the meeting, 33 items of the agenda were considered, and a number of decisions were made as a result.
In particular, the Decree “On the Draft Protocol on Amendments to the Treaty on the Eurasian Economic Union of May 29, 2014 (Draft III Big Protocol)” was approved. The draft Protocol is aimed at eliminating gaps in legal regulation identified in the course of law enforcement practice, empowering the bodies of the integration association with a number of powers, clarifying the terminology used, as well as at implementing the measures laid down in the Strategic Directions of the Union until 2025. As a result of the meeting, the draft Protocol is aimed at conducting domestic procedures necessary for signing.
The Council also approved an Action Plan to ensure the transition to registration of medical devices in accordance with the Rules for Registration and Examination of the Safety, Quality and Efficiency of Medical Devices. The action plan is aimed at creating conditions that ensure, from January 1, 2026, the transition to registration of medical devices exclusively under Union law.
A decision was made to amend the Rules for determining the country of origin of certain types of goods for the purposes of state (municipal) procurement. The list of goods included in the Eurasian Register of Industrial Goods for the purposes of public procurement on the basis of the ST-1 certificate has been supplemented with another 81 types of goods.
The Report on the definition of agreed mechanisms for improving the exchange of information between the tax authorities of the EAEU Member States using information technologies was considered and the implementation of the Agreement on the introduction of uniform forms of a vehicle passport, self-propelled vehicle and other types of equipment and the organization of electronic passport systems was discussed.
A decision was made to amend the procedure for consideration by the Commission of notifications from the states of the Eurasian Economic Union on the adoption of acts on the establishment of exemptions from the national regime in the field of public procurement. The amendments were adopted in order to implement the Roadmap to eliminate exemptions and restrictions, approved last year.
Proposals on mechanisms for financing joint programs and projects of the Eurasian Economic Union were also considered, and a number of decisions were made in the field of public procurement.
The meeting approved the draft agenda for the meeting of the Eurasian Intergovernmental Council, which will be held from 2 to 3 February 2023 in Almaty (Kazakhstan).
The next meeting of the Council of the Eurasian Economic Commission will be held in January 2023 in Moscow (Russian Federation).
