Jeenbekov’s address to nation on legitimization of appointment to post of prime minister

Bishkek, Oct. 14, 2020 /Kabar/. President of Kyrgyzstan Sooronbay Jeenbekov addressed Kyrgyzstanis over the legitimization of the appointment to the post of prime minister, his press service said Wednesday.
In his appeal, the head of state noted that now the Parliament can function fully as speaker of the Jogorku Kenesh has been elected.
“I suggested that the Parliament should consider approval of Prime Minister Sadyr Zhaparov for the post, observing all the legal requirements.
Jeenbekov clarified that the decisions of the Jogorku Kenesh were returned to the Parliament because they were adopted in violation of legislation.
In order to stabilize the situation in the country and recognize the new Prime Minister by other states, the Kyrgyz leader stressed the necessity of legitimacy of all decisions and approval of the Prime Minister’s candidacy in strict compliance with the legislation.
The president expressed hope that the Parliament will bring to a close this issue.
He urged all parties to move from politics to creative actions.
“Kyrgyzstan is a state governed by the rule of law. Issues should be addressed only within the law, not through pressure.”
Sooronbay Jeenbekov called all to obey the law.
“Let us show wisdom and overcome all difficulties, let us preserve the unity of the people of Kyrgyzstan".
On Oct. 10, the parliament of Kyrgyzstan at its extraordinary meeting approved Sadyr Zhaparov as a prime minister of the country, as well as his program, structure and composition of the government.
According to the available information, there were 51 deputies attending the extraordinary session and powers of attorney of 10 more deputies.
Meanwhile, the quorum was not provided, decisions made without a quorum are considered illegal and unenforceable. In this regard, the office of the President of Kyrgyzstan returned the submitted documents to the parliament.
