HM King issues Royal Decrees No.: 18/2014, 19/2014
Manama: April 1 – (BNA): His Majesty King Hamad bin Isa Al Khalifa issued Royal Decree No.: 18/2014 amending Article (4) of Decree No.: 5/2013 regarding the creation of the Supreme Council for Health as follows:-
The provisions of Article (4) of Decree No.: 5/2013 regarding the creation of the Supreme Council for Health shall be rescinded replaced with the following text:-
ARTICLE 4: The Council shall have a general secretariat comprising a secretary general in the rank of assistant ministerial undersecretary, appointed reliant upon a recommendation from the Council’s Chairman and sufficient number of staffs, appointed by a resolution from the Council’s Chairman upon recommendation from the Secretary-General.
The Secretary-General shall have power to implement Council resolutions and to oversee the General Secretariat, manage and organize business in the Council in compliance with the regulation and manages the Council’s technical, administrative and financial affairs and follows-up the implementation of its resolutions and recommendations with the relevant sides and implement all other tasks assigned to him from the Council or its Chairman and reports in his job to the Council’s Chairman.
The General Secretariat’s business shall be organized reliant upon a resolution from the Council’s Chairman.
His Majesty King Hamad bin Isa Al Khalifa also issued Decree No.: 19/2014 regarding remuneration of chairmen and members of governmental councils and committees stipulating as follows:
ARTICLE 1:
The chairmen and members of governmental councils and committees created in compliance with the Law or Royal Decree or those created reliant upon an Edict from the Prime Minister, shall be paid a maximum remuneration amount of BD 8,000 per annum after approval from the Cabinet (i.e. Council of Ministers).
ARTICLE 2:
The Civil Service Council shall have jurisdiction to consider all requisitions referred to it upon recommendation from the Cabinet regarding the amount of remuneration payable to governmental councils and committees, according to rules and criteria setup and approved from the Cabinet.
ARTICLE 3:
Excluding Councils and Committees created reliant upon regional or international agreements or resolutions from enforcement of the provisions of this Decree and also excluding Councils and Committees created or whose chairmen and members’ remuneration was determined as per Royal Decrees.
ARTICLE 4:
Remuneration may not be paid to chairman and members of governmental councils and committees in consideration for their attendance at the meetings of such councils or committees whenever they are ex-officio members in these councils or committees.
ARTICLE 5:
Whilst observant to the provisions of this Decree, no governmental ministry or body shall decide any remuneration to a chairman or member of any committee created reliant upon a resolution from the minister or head of governmental body unless it has been approved by the Cabinet.
ARTICLE 6:
The maximum limit of an employee’s membership in governmental councils or committees for which he/she shall deserve remuneration is limited to two councils or committees.
ARTICLE 7:
Governmental ministries and bodies should provide financial credit listed in their budgets earmarked to pay the remunerations prescribed in this Decree.
ARTICLE 8:
The Prime Minister, Ministers and Heads of governmental bodies – each according to his/her domain – should reconcile the situations of governmental councils and committees under their jurisdiction in compliance with the provisions of this Decree within six months from the date of its issuance.
ARTICLE 9:
This provisions of this Decree shall supersede any other provision which contradicts the provisions thereof.
