End-of-service procedures outside CSB's domain

Manama, Nov. 2 (BNA): The Civil service Bureau(CSB) organized the seventh meeting of the officials of the human and financial resources in government entities, where it was addressed to the "ADAA" performance system, and the partnership between government entities and the Bureau, volunteerism and its impact in the public sector, duties and responsibilities of public job, and end of service procedures.
The Director General of policies and wages, Adel Hajji Ibrahim Mohammed stressed that the aim of the meetings organized by the Bureau is to communicate with the officials in the human and financial resources to strengthen cooperation and discuss all the topics that will improve HR in the civil service sector, and thus improve the quality of services provided by the Bureau to all government entities.
On the employee’s end of service actions, CSB confirmed on the presentation given by the Head of end of service section Isa Jassim Al-Dhaen ,that the end of service actions do not fall within the responsibilities of Bureau, but it is between the government entity where the employee work and the Public Authority for Social Insurance
With respect to the employee end of service promotion, the head of end of service section pointed out that the Bureau completes the promotion request within one week, and after it is approved by the Bureau officials it is entered in the Work Flow system, and then go back to government entity where the employee work, in which it coordinate with the General Authority for Social Insurance to complete the end the employee end of service actions.
The performance Head at Employee performance & relations Directorate Alia Murad gave a presentation on "ADAA" system, which was approved by Cabinet in the month of July 2014, she reviewed the application of employment performance management cycle stages, supervision on the team work, the periodic reports review and the transition between the two systems and then submitted to CSB.
Alia Murad stressed on the importance of the cooperation and partnership between CSB and government entities for the transition from the current performance management system to the "ADAA" system, and she emphasized on the activation of the role of working groups in government entities and the prominent role of the evaluating performance rate comity to establish the principles of justice and equality in the assessment results.
For its part, The Director of the Administrative Audit directorate Shaikha Rana bint Abdulrahman Al Khalifa, gave a summary of the duties and responsibilities of public job, she confirmed that the government entity must decide the task and employment responsibilities for each new employee by including them in the job description.
The Administrative Audit director explained that all government entities must be commented to employee job description when asking the employee to perform duties and responsibilities, and not to assigning him to carry out the responsibilities and duties of other job that may differ from the grade designated by the employee in the first place, which puts the entity to legal liability.
The Director General of the National Charter Monument Dr. Khawla Al-Mohannadi presented a working paper on "volunteerism and its impact in the public sector", she underlined the importance of the employee to develop his skills and abilities commensurate with employment ambition and gaining experience through volunteerism, as it helps to shoulder its responsibilities in the government sector and the impact of volunteerism on the progress of work and discover the skills that are beneficial to excellence in the services offered to citizens provided by the service ministries in the country.
