Fund for flood-affected areas reconstruction to be established
SANA'A, Dec. 02 (Saba) - The Cabinet ratified here on Tuesday the
establishment of a fund for reconstruction of flood-affected areas
in eastern governorates of Hadramout and Mahrah to speed up the
reconstruction process.
During the weekly meeting chaired by Prime Minister Ali Mujawar, the
Cabinet formed a committee to formulate the basic system for the
fund and its machineries, taking into consideration the
representation of the two governorates local authorities in the
fund's Directors Board.
All donations and current and future assistances will be transferred
to the fund, which will run and coordinate efforts of reconstruction
in areas of economy, production and building houses, according to
the cabinet decision.
The meeting voiced his satisfaction of mechanism of disbursing the
cash assistances, YR 100,000 for each family, directed by the
President Ali Abdullah Saleh for the affected families in the two
governorates based on lists submitted by the local authorities.
The cabinet reviewed a report of the Deputy Prime Minister for
Interior Affaires Sadeq Abu Rass, the head of the Relief Committee
that includes the procedures the committee has achieved,
particularly in assessing damages.
The number of the damaged districts in Hadramout and Mahrah
governorates reached 23 ones, seven in Mahrah, while the losses in
service sectors, infrastructure and public properties reached YR 165
billion according to the initial estimation, the report showed.
The World Bank report, reviewed by the Cabinet, daubed the damage
and loss volume in the various fields to YR 341 billion, indicating
that most of the damages (93 percent) were in Hadramout.
The WB's report made clear that the reconstruction costs in the two
governorates will exceed this figure, noting that sectors of
agriculture, fishery, houses and roads ranked higher in the loss
list.
The effects of the economic losses will appear on the local economy
in 2009 and will last until 2010, the report highlighted.
The initial report draft will be submitted to the government in
mid-December in preparation for issuing the final report that will
be distributed to all donors to contribute to the reconstruction.
