Gov't to hand out personal tax numbers
Hanoi (VNA) - Three million people will receive personal tax numbers early
next year when the Law on Personal Income Tax comes into effect on January
1, according to tax official Tran Ngoc Van.
The deputy head of the taxation office's department for personal income tax
policies said the new law will regulate all tax levels for those eligible to
pay tax, as well as taxpayers' dependants, such as children, parents, and
wives and husbands, who will have their own personal tax numbers.
According to the law, the minimum monthly taxable income is at 4 million VND
(240 USD) for both Vietnamese people and foreigners. The lowest marginal tax
rate is 5 percent, and the highest rate is 35 percent.
Van said her office cannot yet tax the incomes of freelance labourers.
"Their trade is carried out without proper documents or invoices," she said.
Van said motorbike taxi drivers and cleaners can earn about 4 million VND
(240 USD) per month, but they do not have to register with the tax office.
The law also allows a deduction of 1.6 million VND (96 USD) per dependant.
Dependants include children under 18, unemployed spouses, as well as old and
unemployed parents. These people must be registered annually, and a
taxpayers is has to choose only one dependent per year.
Van also estimated that in the first three months next year, 15 million
people will register for their tax numbers, excluding organisations and
people who already have the numbers.
The law also regulates ten types of taxes including taxes on salaries,
invested capital, share interests, capital transfers, commercial right
transfers, gifts, bonuses and royalties that are worth more than 10 million
VND (600 USD).
Van said the registration process was simple.
"All you have to do is to bring a photocopy of your identity card or
passport to register," said Van.
Some taxpayers are in store for benefits, such as tax reductions for
difficult family situations, victims of natural disasters, fires and
accidents, as well as patients with a serious illness.
Van said some taxpayers still did not have a tax number and urged everyone
to register, as a tax number was necessary to receive a tax refund.
Nguyen Huy Truong, chairman of the personal income tax office, said the
deadline for registering dependants was at the end of next June.-Enditem
