HEATED DEBATE ON ISA IN M'SIA'S PARLIAMENT

KUALA LUMPUR, Oct 23 (Bernama) -- The debate on the Internal Security Act (ISA) turned up the heat in the Lower House of Parliament Wednesday.

Many members of Parliament (MPs) from both sides stood up to give their
views when Bung Mokhtar Radin touched on the issue when
debating the Supply Bill 2009.

The war of words that ensued forced Speaker Pandikar Amin Mulia to
intervene.

"I will allow the honourables to debate but you must follow the
standing
orders. It's not nice to stand up and start shouting," he said to calm the
situation.

He also advised the MPs not to use provocative words during the
debate.

Bung Mokhtar said ISA was still relevant under the present circumstances
but the offenders detained under the Act should be told of the crime they had
committed.

"ISA is still relevant and rational and to be used to preserve peace and
national security. Offences under the ISA are offences that threaten security.
The thing is may be when something happens and it involves politicians, the
perception is different.

"That's why I have said from the start, the offenders should be informed
and
ISA was not supposed to used merely to oppress because the oppressor commits a
sin. If it is to be used to oppress, I myself disapprove of it," he said.

On the economy, Bung Mokhtar said the government should speed up the
implementation of projects which had been approved so that the country's
economic sustainability remain intact.

"The government should look at the implementation of projects already
approved and carry them out without delay and postponing them for years. The
economy of our country depends solely on internal economic strengths. Besides
drawing up plans to contain ripples from the world economic crisis, I see that a
measure that can strengthen the people's economic safety net is to focus on the
domestic economy," he said.

He also voiced concerns over the social ills affecting the younger
generation due to influence of the borderless world.

"May be because of the present openness and borderlessness, they can seek,
see and obtain new experiences from the internet and practice it to the extent
that there are school students being involved in sexual activities in the
open.

"This scenario, I feel if unchecked by the government, will jeopardise the
country's future.

"They are our future. If we don't teach them from the early stage, we can
imagine that in the next 15 or 20 years, the country will have youths with empty
minds who constantly rely on negativity in their lives," he said.

Isolated incidents such as the case of a student hitting her teacher, if
not contained, would be repeated, he said.

Bung Mokhtar said the Education Ministry should not only stress on
knowledge but also give emphasis on moral and spiritual aspects because the
younger generation is the future of the nation.

If not, the future generation would have no dignity and the country would
head for desolation, he said.

The Lower House of Parliament sits again Thursday.
