Qatar's Speech on Statement of High Commissioner for Human Rights

Geneva, September 13 (QNA) - The State of Qatar has underlined that it would continue its humanitarian missions in the horn of africa within the framework of the airlift launched from doha at the outset of the crisis at the directives of HH the Emir of the State of Qatar Sheikh Hamad Bin Khalifa Al Thani .
This came in a speech Qatar's permanent delegate in Geneva HE Abdullah Falah Abdullah Ad-Dousari within the context of the second article of the agenda of the 18th session of the Human Rights Council ,now in progress in the swiss capital , geneva and which is related to the annual report of the UN High Commissioner for Human Rights and the reports submitted by the higher commissioner and the secretary general .
Qatar's delegation aspires for the content of the statement of the UN High Commissioner for Human Rights which reflects tremendous challenges the world is now witnessing and could negatively affect the full enjoying of human rights, said HE Abdullah Ad-Dousari .
The report of the high commissioner showed that there is no doubt that the deliberate obstruction of human rights and humanitarian work has exacerbated already to desperate conditions. The dire emergency in the Horn of Africa is both the product of devastating natural phenomena, and the failure of governments - individually and collectively - to meet their preventive and remedial human rights obligations, he said.
HE Qatar's Permanent Delegate further said, "The spiralling effects of the crisis are now engulfing the Horn of Africa, where as many as 750,000 lives may be at risk. The refusal of the right to food undermines the right to health, thus ultimately putting fundamental risk to all human rights; that is, the right to life."
He expressed his country's support to the high commissioner who stresses the need to confront these crises which caused severe depletion in means of living as being crises requiring speedy response within the context of human rights and shared the high commissioner the opinion that any sustainable solution should be based on wise governance, and human rights-based international cooperation. Therefore, there is no doubt that the deliberate obstruction of human rights and humanitarian work has exacerbated already to desperate conditions, he noted.
Therefore the authorities concerned in qatar are continuing their humanitarian missions in the horn of africa as part of the airlift launched from Doha at the beginning of the crisis and at the directives of HH the Emir Sheikh Hamad Bin Khalifa Al Thani.
Ad-Dousari declared joining the High Commissioner in its celebrating the memory of the September 2001 events, and the suicidal bombing which targeted the UN headquarters in Abuja and which had left several innocent victims and expressed his country's vehement condemnation of such cowardly atrocities.
The Qatari Permanent Delegate meantime warned of the consequences of sticking charges of terrorism with Arabs and Muslims and anti-Islam and shared the high commissioner the view that the consequences of all forms of bigotry, are not less tragic that the results arising from the terrorist acts so as to lead to an escalation in hostility between the different communities and undermine the values ??and concepts of peaceful coexistence between religions and races.
HE Ad-Dousari also noted that any effective strategy to combat terrorism and as referred to by the Global Strategy for the UN Secretary-General , should not ignore the motivations concerning discrimination based on race or religion plus the social and economic marginalization .
He expressed Qatar's full support to the efforts exerted on part of the Office of the High Commissioner to combat incitement to hatred and evaluating the activities it has been undertaking in this regard, and which will culminate the event, to be held next month in Santiago.
HE Ambassador Abdullah Falah Abdullah Ad-Dousari, Qatar's permanent delegate to the UN office, expressed his happiness that a meeting will be held in New York City on September 22nd to commemorate the 10th anniversary of the adoption of the Durban Declaration and Programme of Action.
The Qatari Ambassador said that the meeting was the international community's opportunity to stress its commitment to combating racism and other forms of racial discrimination. Ad-Dousari added that the 25th anniversary of the UN Declaration on the Right to Development is also an opportunity to provide the suitable environment to achieve that right.
HE the Qatari Ambassador also praised United Nations High Commissioner for Human Rights Navi Pillay's statement which he said reflected how the demonstrations in some Arab countries are proof that the Arab people are determined to hold on to their rights. He said that the State of Qatar fully supports Pillay's call for countries witnessing transitional periods to show restraint during this time.
In that regard, Ad-Dousari pointed to HH the Emir Sheikh Hamad bin Khalifa Al Thani's comment which said that world should not expect quick achievements because all revolutions go through a labour period. Yet HH the Emir stressed that the revolutions will eventually achieve freedom and democracy.
HE the Qatari diplomat further said that the State of Qatar is keen on supporting the aspirations of the people to democratic reform, freedom and justice as it is part of Qatar's policy of advancing the Arab world. (QNA)
