Al Mahmoud : All Partners Committed to Doha Platform for Negotiations on Darfur
Doha, September 11 (QNA)- Following is the text of the statement of the Inaugural Meeting of the Implementation Follow-Up Committee which concluded here this evening, chaired by HE Minister of State for Foreign Affairs Ahmed bin Abdullah Al Mahmoud:
- 1. In accordance with the Implementation Modalities of the Doha Document for Peace in Darfur (DDPD), adopted by the Government of Sudan and the Liberation and Justice Movement (LJM) in Doha, Qatar on 14 July, 2011 and in the context of the relevant provisions of the United Nations Security Council Resolution 2003/ 2011 regarding the role of the Implementation Follow-Up Committee, the Inaugural Meeting of the IFC was held on 11 September in Doha, Qatar, with the participation of the AU, EU, OIC, Burkina Faso, Canada, Chad, China, Egypt, France, Japan, Russian Federation, UK,US, GoS & LJM.
2. The meeting received briefings on the implementation of the DDPD from the African Union-United Nations Mission in Darfur (UNAMID), the Government of Sudan and the LJM, and considered measures aimed at providing the required support for the effective and efficient implementation of the DDPD in accordance with the provisions of the peace document.
3. Recognizing that Doha remains the forum for negotiations in the Darfur peace process and that the DDPD is the basis for reaching comprehensive peace in Darfur, the meeting discussed the way forward in the resumption of negotiations between the Government of Sudan and the Justice and Equality Movement (JEM) and explored options for the road map for the attainment of durable peace in Darfur.
4. The meeting welcomed the commitment of the parties to the timely implementation of the DDPD and recognized the actions taken so far in the establishment of the Ceasefire Commission (CFC), the return of the LJM to Sudan and the dissemination of the DDPD utilizing civil society mechanism. They called on the parties to quickly establish other relevant mechanisms established in the DDPD in order to achieve meaningful progress, in particular the rapid establishment of the Darfur Regional Authority, the National Human Rights Commission and the Land Commission. The meeting commended this effort aimed to ensure that the implementation process is owned and driven by the people of Darfur. In this regard, members commended the Government of the State of Qatar and expressed satisfaction in the role played by UNAMID to support the parties. The IFC strengthens the need for effective implementation of UNAMID s mandate and full humanitarian access throughout Darfur.
5. Noting the positive impact of the successful implementation of the DDPD on the peace process and the stabilization of Darfur, members are encouraged to consider further contributions to the Trust Fund for Lasting Peace in Darfur to support the implementation of the DDPD.
6. The IFC expressed concern over the stance of hold-out movements that remain outside the peace process and the negative effects of their belligerent postures in the quest for permanent ceasefire and comprehensive peace in Darfur. The members emphasized that only a negotiated settlement of the conflict in Darfur can bring lasting peace to the region and called on these parties to embrace the peace process in the interest of the people of Darfur who continue to bear the intolerable burden of armed conflict. The meeting resolved that members would continue to exert pressure on the hold-out movements to engage in negotiations, and urged all parties to show flexibility in working towards a comprehensive and inclusive peace in Darfur
7. It was also agreed that, as a matter of priority, members would coordinate international efforts in the peace process and on reconstruction, and early recovery and development in order to support lasting peace in Darfur.
8. The meeting commended the Government of the State of Qatar for hosting the Inaugural Meeting and expressed appreciation to UNAMID for the support in organizing the meeting.
9. The participants agreed on a quarterly meeting of the IFC and to convene the next meeting in the second half of January at a date to be decided.(QNA)
