First Meeting to Follow up Implementation of Doha Peace Document Opens

Doha, September 11 (QNA) - The first meeting of the committee to follow up implementation of the Doha Peace document started in Doha on Sunday.
The meeting is chaired by the State of Qatar with participation of the committee member states, international and regional partners, Arab League envoy to Sudan, UNAMID's Joint Special Representative (JSR) Ibrahim Gambari, Sudan's state minister at the Presidency Affairs ministry Amin Hassan Omer and Liberation and Justice Movement (LJM) head, Dr. Al-Tijani Sisi.
The meeting discusses the progress in implementation of the Doha Peace document signed in the Qatari capital on July, 14 by the Sudanese government and the Liberation and Justice Movement (LJM).
It aims also at defining means of persuading the Darfur movements to join the peace agreement.
The meeting comes in continuation of the Darfur peace process to achieve the long-awaited peace in the region, said HE the Minister of State for Foreign Affairs Ahmed Bin Abdullah Al Mahmoud said.
Participants would define means of implementing the Doha peace agreement, which was a culmination of tireless efforts and received the support of the people of Darfur and the entire international community represented by the United Nation (UN), the African Union (AU), the European Union (EU), the Organization of Islamic cooperation (OIC), the Arab League and the Gulf Cooperation Council (GCC), he continued.
As the world marks the 10th anniversary of the September 11 attacks, HE the Minister of State reaffirmed his total rejection of terrorism in all its forms and manifestations, expressing deepest condolences and sympathy for the victims' families.
In this respect, HE Al Mahmoud said this meeting is held to promote peace and renounce violence. HE Al Mahmoud emphasized the importance of setting "benchmarks" for the implementation of the Doha Peace Agreement, managing sufficient resources and focusing efforts strategically to end the Darfur conflict and establish a permanent peace.
In this context, he explained how it is significant to follow-up the progress being made since the signing of the agreement and evaluates its implications.
During the transition phase from violence to stability, the settlement process may face a number of difficulties; HE Al Mahmoud went on saying.
Therefore the assessment process should include mechanisms to review progress and deal with problems, he explained, noting the importance of establishing a mechanism for resolving conflicts.
On the role of the peace partners in support of the implementation of the Doha peace document, HE the Minister of State noted the significance of providing guarantees, resources, expertise and experience.
He urged the regional and international partners to spare no effort to ensure the fulfillment of their promises and mutual obligations according to the timetables defined at the document.
HE the Minister of State for Foreign Affairs said that the presence of these partners in the implementation plan will enhance confidence in the peaceful settlement and engender progress of the peace process.
He called upon the donor partners, comprising governments and international aid agencies to fund the implementation of the agreement, meet the urgent needs of displaced people and refugees and take a leading role in reconstruction in Darfur.
The follow-up committee has the double task of preparing an implementation plan and supporting the mediation to achieve a comprehensive and lasting peace in Darfur and get other concerned parties joining the agreement as soon as possible, HE Al Mahmoud explained.
HE the Minister of State expressed confidence that the peace partners would continue persuading the parties which have not yet signed the Doha Peace Agreement to do so.
Theses international initiatives should be put into effect in accordance with the follow-up committee's mission, which seeks to improve immediately the humanitarian and security situation in Darfur based on what has been agreed without depending on a final political comprehensive settlement, HE Al Mahmoud explained.
Concluding, HE the Minister of State for Foreign Affairs thanked all of those who contributed to this achievement and in particular the Sudanese Government and the LJM for their patience and sincere efforts to achieve security, stability and peace.
He also expressed thanks to the UNAMID's Joint Special Representative (JSR) Ibrahim Gambari and the Minister of Foreign Affairs and Regional Cooperation of Burkina Faso, Djibril Bassole for their tireless and effective efforts during the Darfur peace process.
For his part, Gambari said the international presence at today's meeting is an important indicator of the extent of international support for the peace process in Darfur.
The UNAMID supports the implementation of the Doha peace agreement in terms of security, said the UNAMID official, adding that it if implemented "sincerely", the agreement would lead to the achievement of a just, lasting and comprehensive peace.
He urged Darfur movements to join the peace process and achieve the aspirations of the Darfurians in stability and development.
Concluding, Gambari expressed the hope that this meeting would succeed in coming out with a joint plan to support, monitor and encourage the parties to implement the Doha peace agreement.
