NA members brainstorm amended tax law

VIENTIANE,JUN.(KPL)- The National Assembly members yesterday seriously brainstormed points of view for several articles of amended law on tax to ensure its enforcement after approval.
One of the most debated for yesterday was whether to approve tax exemption for civil servant whose salary is less than 1.5 million kip instead of 500,000 kip as stipulated in the current law.
National Assembly member for the Luang Namtha province Khamlek Saydala said that article 43 of the amended law stipulates that every civil servant must pay tax from 0 to 28 per cent of their salary.
The law stipulates that every civil servant with a salary of one million kip or lower is entitled to tax exemption, but they have to pay five per cent if their salary is between one million kip and three million kip and ten per cent if theirs is between over three million and six million kip.
“I just wonder why a civil servant whose salary is higher is subjected to higher tax pay, why we don’t have a universal rate for everyone,” Dr. Khamlex asked.
“In my point of view, I don’t want all civil servants pay 5 or 10 per cent of their salary for the excise tax but I want a single rate that can apply to everyone,” he continues.
The majority of the NA members agreed on adjusting downward an excise tax for fuel, soda, soft drinks, beauty shops and massage shops.
Meanwhile, they propose to consider an upward adjust of excise tax for automobiles, foreign investment, lottery and winner of civil cases as well as entertainment shops and casino and heavy duty trucks and cheeps. While they agreed to remain excise tax for Beerlao products at 50 per cent as they said this was to promote domestic production.
Yesterday’s session which was presided over by National Assembly Vice-President Saysomphone Phomvihane in the morning and President Pany Yathortou in the afternoon also saw the debate on plan on making and amending 90 laws for the next five years of the National Assembly.
