Monthly government meeting for May ended

VIENTIANE,JUNE.(KPL) - A monthly meeting of the government for May was held from 30-31 in Vientiane under the chairmanship of Prime Minister Thongsing Thammavong
The meeting considered and approved amendments to the tax law presented by the Ministry of Finance. The existing law has been in place since 2005 and some articles were not in keeping with the nation’s current economic growth and socio-economic development.
The Ministry of Finance in cooperation with other sectors will work to improve the law based on the recommendations of government members before submitting it to the National Assembly for approval.
Dr Boviengkham Vongdala, government spokesman said the tax law would lead to more effective state revenue collection while facilitating business in an era of regional and international integration, and aiding Laos’ bid for membership of the World Trade Organisation.
The meeting also issued advice on improvements needed to a draft decree related to converting state enterprises into public companies, presented by the Ministry of Finance.
The changes focus on creating financial strength and new forms of management for companies, enabling them to use new technology to operate in an effective manner and make significant contributions to national development.
The meeting also called on the relevant sectors to pay more attention to seeking urgent measures to manage product prices in markets, particularly of food. Food prices have jumped in recent times, triggered by hikes in oil prices in the world market and insufficient supply.
The meeting also considered and agreed in principle to approve the draft decree on foreign nationals and stateless people who will be entitled to live in Laos permanently once a new decree on the matter is fully enforced. The new draft decree was drawn up by the Ministry of Foreign Affairs and Ministry of Public Security. The decree determines the principles and measures to allow foreign nationals and stateless people to live in Laos permanently.
The meeting participants urged the two ministries to improve the decree based on recommendations provided by government members before submitting the document to the Prime Minister for promulgation.
The meeting agreed in principle with a draft decree to educate the general public about works related to national defence and public security, with the aim of raising public participation in national defence and public security, and to boost people’s skills in martial arts so they can contribute to national protection and development.
Government members also granted in principle approval to a draft decree to implement a mining law presented by the Ministry of Energy and Mines and another draft decree relating to secure transactions.
In addition, advice was issued to the relevant sectors to improve draft policy, strategies and working plans regarding national water resources for the 2011-15 period.
The meeting urged the relevant sectors to disseminate the resolution of the 9th Party Congress and the Seventh Socio-Economic Development Plan for 2011-15 to broaden the public’s understanding of them.
