DPS and TBEC join investment in construction of biogas plant
VIENTIANE,MAY.(KPL) -Thai Biogas Energy Company (TBEC) jointed with the Doungphasouk Cassava Factory Company (DPS) to invest US$4 million in a biogas project by using wastes from factory.
The signing ceremony of investment was held in Vientiane Capital, on 26 May between Managing Director of Thai Biogas Energy Company, Mr. Gustaf Godenhielm and President of Doungphasouk Cassava Factory Company, Mr. Khamla Doungphasouk.
Witnesses at the event were Vice President of National Assembly of Laos, Mr. Saysomphone Phomvihane, Minister of Planning and Investment Mr. Sinlavong Khounphaythone and relevant of officials of both sides.
The DPS cassava factory project will be the largest and modern in southern Laos. The factory’s total capacity is 1,500 tonnes of fresh cassava which equates to production of about 500 tonnes of starch a day.
The TBEC DPS biogas project is worth US$4 million. The DPS has also established a plantation area of about 5, 000 hectares, with an addition area of 5 000 hectares for contract farmers for the farming of cassava. Farming will employ about 5, 000 families, with the factory employing about another 700 people. Most of the production will be sold in overseas market. The ground-breaking ceremony will take place on Thursday 9, 2011 in Attapeu province. The factory is expected to begin production in March 2012.
The project is to be the second project TBEC implement in the Lao PDR. Finland has supported TBEC’s investment in the Lao PDR through the Finish Fun for Industrial Co-Cooperation (“Finnfund”). And the Energy and Environment Partnership Program (EEP Mekong). Special thanks must also go to the President of the Lao PDR, Prime Minister’s Office, Department of Environment, Water Resource and Environment Administration (WREA) Ministry of Energy and Mines, University of Laos and the Facility of Environmental Sciences (NOUL FES) in Laos.
TBEC has been growing steadily since it began its first biogas project in Thailand in 2003 under the build-Own-Operate-Transfer (BOOT) concept. TBEC has successfully established its position as a market leader of BOOT biogas plants in the greater Mekong area with three biogas projects for cassava as well as ones for palm oil and rubber industries in Thailand. TBEC is now expanding the biogas market with the three projects in development stage and currently employs about 100 people. TBEC is owned by the Private Energy Market Fund L.P. (PEMF) in Finland and Al Tayyar Energy (ATE) by HRH Prince Moulay Hicham Ben Abdallah Al Alaoui of Morocco.
The success of TBEC has been recognized with recent awards including the ASEAN Energy Award (2010), Thailand Energy Award (2010), Crown Standard (2009) and Gold Standard (2011). TBEC has differentiated on the biogas market by its strict focus on safety of operations and quality of construction. TBEC is ready ISO 9001:2008 and ISO 14001:2004 certified and aims to achieve OHSAS 18001 certification a year.
TBEC applies production technology called “Covered Lagoon Bio-Reactor” (CLBR) which offers high productivity and is suitable for waste water discharged from agricultural industries. A CLBR is robust and can successfully digest wastewater of variable quality and volumes without the need for any pretreatment.
The technology produces relatively higher amounts of biogas than competing technologies. TBEC’s projects can effectively control the quality of waste water in terms of organic content, odours and the amount of hydrogen sulfide released into the surrounding area. Furthermore, the projects significantly reduce emissions of methane and carbon dioxide, which are greenhouse gases (GHG) under the Clean Development Mechanism (CDM), to obtain Certified Emission Reductions (CERs). While CDM project development is generally considered challenging, TBEC has successfully competed UNFCCC registration of all its projects as CDM projects.
