EU presents 150 PCM copies for NPA
VIENTIANE,MAY.(KPL) - The European Union has presented 150 copies of the Project Cycle Management guidelines (PCM) in Lao language to Non-Profit Associations Network (NPA).
A handover ceremony of PCM guidelines was held in Vientiane on May 23, between Mr Henry Prankerd, Charge’d Affaires of the EU delegation to Laos and Mr Khammouane Siphonesay, NPA Network Coordinator.
The presentation concurred with the Information Session of the European Instrument for Democracy and Human Rights (EIDHR) Call for Proposals, which will open opportunities for International Non-Governments (NGOs) and Lao NPA to apply for funding of their projects’ activities.
The PCM is a project design and management instrument initiated by the European Union to support the ongoing improvement in the quality of EU development assistance.
More specifically, the guidelines aim to support good management practices and effective decision making throughout the project management cycle from programming, through to identification, formulation, implementation and evaluation; also to promote consistency and clarity of approach, while allowing the operational flexibility required of a dynamic and diverse external assistance programme.
The EU has already disseminated the PCM guidelines in English to development actors in Laos and organised in 2010 a training on Project Cycle Management and proposals writing to civil society organisations in Laos with the view of encouraging both international and civil society to participate in the EU open local calls for proposals and subsequently play an increased role in development and poverty reduction in Laos.
“The European Union has a long term commitment to support civil society organisation’s involvement in development and poverty alleviation around the world,” said Mr Henry Prankerd, Charge’d Affaires of the EU delegation to Laos, adding that “We are pleased to present LNPA our project cycle management guidelines in Laos and hope that it will encourage local organisations to learn more about our assistance and requirements, and participate actively in our future request,” he said.
