Oxfam says create jobs for 70 percent flood affected in Pakistan

Islamabad, April 06, 2011 (PPI): International agency Oxfam says 70 per cent of those affected by devastating floods in Pakistan want reconstruction to generate jobs as the country rebuilds following the disaster last year.

A new survey released Wednesday by Oxfam also found that 85 per cent saw increased poverty as one of most serious problems in aftermath of floods. Poll of 2,040 people, carried out between 15 & 24 January 2011 in Punjab, Khyber Pakhtunkhwa, Balochistan & Sindh provinces, gives insight into needs of those who survived worst disaster. Oxfam hopes survey will ensure that views of flood affected are heard as the country gears up for reconstruction.

Oxfam’s Country Director in Pakistan Neva Khan told newsmen “people want jobs. They want to work their way out of poverty and rebuild better life than before. They are calling for food they can afford, healthcare for when they are sick, and somewhere to live - most basic of basics. Pakistan authorities, foreign donors need to make sure Pakistan is able to help people satisfy these key needs.”

Survey, conducted by Pakistani NGO Free & Fair Election Network FAFEN for Oxfam, found that - as well as jobs - those affected say availability of affordable food (34%), homes (23%), healthcare (22%) need to be prioritized as reconstruction begins. It shows that over a third (36%) of flood affected see corruption in relief, reconstruction as one of “more serious problems.”

It said those affected had mixed experiences when it came to relief providers. Sixty-six per cent of respondents said they were “satisfied” or “extremely satisfied” with aid from international agencies such as Oxfam. Forty-two per cent said same for relief provided by their government.

Neva Khan said: “There is no time to waste when future of so many is at stake. Unless those who are planning recovery from floods take these needs into account, they risk wasting scarce resources and missing opportunity to build back Pakistan fairer and stronger.” Some 18 million people were affected by floods in 2010 July, August. UN says 1.6 million homes were destroyed, over 5 million jobs lost. UN fund is still seeking a third of its funding needs.
