U.S. Supports School Feeding and Primary Education Improvements in Khammouane

VIENTIANE,MAR 03.(KPL) -US Ambassador to Laos, Karen Brevard Stewart, participated in a hand-over ceremony of more than 1,000 metric tonnes of food in support of Phase Three of the Safe Education Opportunities Project, through a grant managed by the Humpty Dumpty Institute (HDI) and implemented by the International Relief and Development (IRD). On hand to receive the donation was Minister of Education Dr. Phankham Viphavanh, HDI President Ralph Cwerman, and IRD Country Manager Todd Bruce.
In January, the Ministry of Education and the IRD signed a Memorandum of Understanding to extend the partnership between the MOE and the IRD that began in 2007 to support school feeding and primary education improvements in this central province. The Safe Educational Opportunities Project is made possible through assistance by the United States Government’s Department of Agriculture (USDA) McGovern-Dole International Food For Education and Child Nutrition programme. The value of this project totals approximately $2,340,000 USD.
The donated commodities of corn-soy blend, canned salmon, rice, beans and vegetable oil are for distribution of mid-morning snacks and take-home rations to approximately 19,600 students and 540 teachers in Khammouane province.
The funds are used for education improvement initiatives, such as school gardens and agriculture learning, school construction and renovation, school furniture, water supply and sanitation systems, teacher and local school management training. Additional funding is provided for the removal of unexploded ordnance in and around 150 schools in Khammouane province.
A team from the USDA was in Laos in February to monitor the progress of the McGovern-Dole International Food For Education and Child Nutrition funded programmes implemented by the World Food Programme (WFP) and HDI/IRD.
Under the McGovern-Dole programme, the USDA has also donated commodities of corn-soy blend, canned salmon, rice and vegetable oil to the WFP to distribute mid-morning snacks and take-home rations to approximately 50,000 primary and pre-primary students in Oudomsay, Luang Namtha, Phongsaly, Saravane, Sekong and Attapeu provinces. Total programme value is over $10 million USD, which includes $100,000 USD to support transitioning the school feeding programmes toward national ownership.
The goal of the USDA’s McGovern-Dole programmes is to help promote education (particularly for girls), child development, and food security for undernourished children.
It provides for donations of U.S. agricultural products, as well as financial and technical assistance, for school feeding and maternal and child nutrition projects in developing countries.
