Custodian of the Two Holy Mosques Chairs Cabinet's Session
Abdullah bin Abdulaziz chaired the Cabinet's session at Al-SalamPalace here today.
At the outset of the session, the Custodian of the Two Holy Mosques briefed the cabinet on the contacts and meetings he held over thelast few days.
In this context, the Custodian of the Two Holy Mosques valued the meetings held with King Mohammad VI of Morocco, King Hamad bin Isa AlKhalifa of Bahrain and President Mohammad Hosni Mubarak of Egypt.
In a statement to the Saudi Press Agency (SPA) following the session, the Minister of Culture and Information Iyad bin Amin Madani said that the cabinet stressed the importance of relations between the kingdom and the brotherly Arab states, the ties binding them and the need for integration of Arab efforts to deal with the challengesfacing the Arab world and the joint Arab action.
The cabinet, the minister added, stressed in this context that ending regional tensions in the region requires showing good will, unifying voices, and adopting ways of dialogue and understanding "away from unilateral measures and their possible results of reactions that do not serve any body's interest." The cabinet also affirmed that the urgent issues facing the Arab world in Palestine, Iraq, Darfur, the African Horn, Mauritania and the Arab Gulf require an essential unified national action and forward drive, support, and effective position at the level of the Arab world and its political, culturaland civil institutions.
The Minister of Culture and Information added that the cabinet then discussed a number of reports on the levels of performance of governmental agencies especially those relating to services and the implementation of the infrastructure projects in the sectors of health, transport, education, water and electricity and what should be done to raise the levels of performance and implementation to meetthe goals set for them.
Then the Cabinet reviewed topics on its agenda and took the following decisions: - Having examined the minutes of the Ministerial Committee of Administrative Organization on studying the demand of the National Commission for Wildlife Conservation and Development to approve the formation of the National Committee for Human being Program and Biosphere, the Cabinet decided that the tasks of the currently existing National Committee of Biodiversity shall be the following: 1 - Development of a national strategy to maintain biodiversity to ensure preservation of species and habitats, genetic resources,building basic capabilities and personnel training in this area.
2 - Preparation of the rules of available information on biological diversity in the Kingdom through classification of information, sources, summary of geographical locations, history and the changesthat occurred or might occur to information.
3 - Following up the implementation of all activities of Human being Program and Biosphere in the Kingdom in the areas of conservation of biodiversity, sustainable development and building capabilities ofindividuals and institutions.
4 - Nomination of certain sites for the establishment of biosphere reserves and recommendation of declaring them according to regularprocedures.
- Adding two members from the private sector who have environmental concerns to the membership of the National Committee for Biodiversitywhich consists of government agencies.
The Cabinet decided to authorize the President General of Meteorological and Environment Protection - or his deputy - to sign a draft convention on the protection and preservation of the environment between the Kingdom of Saudi Arabia and the HashemiteKingdom of Jordan.
The Cabinet approved the financial contribution of the Kingdom to supporting the Observatory of the Organization of Islamic Conference for the implementation of its relating plans and programmes noted in the recommendations adopted by the foreign ministers of the Islamic Conference held in Islamabad. The contribution and its continuity shall depend on the size of programmes and plans approved by theStanding Finance Committee of the Organization of Islamic Conference.
The Cabinet decided to approve appointments as follows: - Dr. Abdullah bin Mohammed bin Abdulmohsen Al-Suwayyid asUndersecretary of Jazan Governorate (rank 15).
- Othman bin Abdullah bin Abdulaziz Al-Abduljabbar as Advisor ofEducation at the Ministry of Education for girls education (rank 15).
-Mohammed bin Suleiman bin Ali Al-Mu’allem as Assistant Undersecretary for mining investment at the Ministry of Petroleum andMineral Resources (rank 14).
