Vice Custodian of the Two Holy Mosques Chairs Cabinet's Session
Jeddah, August 06, SPA -- Vice Custodian of the Two Holy Mosques
Prince Sultan bin Abdulaziz Al Saud chaired the Cabinet's session
held at Al-Salam Palace here today.
At the outset of the session, the Vice Custodian of the Two Holy
Mosques briefed the Cabinet on the overall talks and meetings made
during the last days with some leaders and their envoys on bilateral
relations, regional issues and world affairs.
In a statement to the Saudi Press Agency (SPA) following the session,
Minister of Culture and Information Iyad bin Ameen Madani said that
the cabinet reviewed the current situations at Arab arena as well as
the challenges facing the Arab world. Such challenges include the
disintegration of the Palestinian front at a time when it is in need
of unity, coalition government and effective representation at the
international arena; the attempts to exploit cultural diversity as a
justification for national division, regional disintegration and
sectarian strife; and the plans of hegemony and intervention. These
challenges call for a serious and united Arab action, an active
support for the institutions of joint Arab work, and overcoming
marginal differences for the sake of Arab interest.
The Minister noted that the Cabinet reviewed a number of topics on
its agenda and issued the following decisions:
The Cabinet approved the amendment to paragraph (C) of Article (5) of
the Military Retirement Law issued by Royal Decree No. (M/24) dated
05/04/1395H. to read as follows:
"C- A period that equals to half the period spent by military pilots
to work on aircrafts or half the period spent by weapon system
operator officers to work on fighter aircrafts. Such additional
period shall not be counted for any year where the flying hours are
less than the scheduled limit in military service systems."
The Cabinet approved the Kingdom's accession to the membership of the
International Institute for the Unification of Private Law (UNIDROIT)
in accordance with its statute annexed to the resolution.
Having reviewed the minute of the committee formed to study the
observations of Saudi Arabian Agricultural Bank regarding the
increase of exports of agricultural machines, which in turn, resulted
in shortages in the local market and affected local farmers, the
Cabinet approved the following:
First: The following two controls shall be added to the those
governing the farmers' export of extra agricultural machines and
equipment issued by the cabinet's decision No. (65) dated
13/04/1420H. and amended by the cabinet's decision No. (43) dated
09/02/1423H.:
1- The export of all agricultural machines and equipment, whether
manufactured locally or imported, shall be limited to Saudis.
2- Persons willing to export agricultural machines shall submit a
copy of the official pricing, including the specifications and serial
numbers of the machine in order to be matched with the machine or
equipment to be exported. If there was no official pricing, the
persons need to bring the initial purchase invoices or the import
bills in addition to a letter from the Agency that approved the
machine or equipment to be exported. Such a letter shall show the
figures and specifications.
Second: Paragraph (6) of the controls issued by the cabinet's
decision No. (65) dated 13/04/1420H. shall be amended to read as
follows:
"6- The Saudi Arabian Agricultural Bank shall register the basic
information about the machine or equipment to be exported. When
ensuring the conformity of the machine or equipment to the terms of
re-export, the Bank shall directly send export certificates to
customs ports stating whether the equipment or machine to be exported
be new or second hand. The validity period of the certificate shall
be three months as of the date of issue."
The cabinet authorized the Minister of Communications and Information
Technology -or his deputy- to discuss with the Tunisian side a draft
memorandum of understanding for cooperation in the field of
communications, information technology and post between the Ministry
of Communications and Information Technology of the Kingdom of Saudi
Arabia and the Ministry of Communication Technologies of the Republic
of Tunisia; and sign it.
The cabinet authorized the Minister of Transport -or his deputy- to
discuss with the Egyptian side a draft cooperation agreement between
the Government of the Kingdom of Saudi Arabia and the Government of
the Arab Republic of Egypt in the field of maritime transport and
ports.
The cabinet approved the final account of the Electricity and
Co-generation Regulatory Authority for the fiscal year 1426/1427H.
The cabinet approved the continuation of the current Board of
Directors of the Saudi Railways Organization to exercise its powers
and functions for a period of one year as of 21/03/1429H.
The cabinet reviewed the follow-up report submitted by the Ministry
of Economy and Planning on the work progress in implementing the
projects of the Ministry of Health (Primary Health Care Buildings)
financed by the budget income surplus for the fiscal years
1424/1425H., 1425/1426H. and 1426/1427H. The number of these projects
is 1499, spread throughout the Kingdom.
