Thai PM attending ASEAN summit in Vietnam

BANGKOK, Oct 28 -- Thai Prime Minister Abhisit Vejjajiva left Bangkok on Thursday morning to attend a series of meetings of the Association of Southeast Asian Nations (ASEAN) including the 17th ASEAN Summit, this year being held in Hanoi, Vietnam from today through Saturday.

Mr Abhisit's entourage including Deputy Prime Minister Trairong Suwannakhiri, Foreign Minister Kasit Piromya, PM’s Office Minister Satit Wonghnongtaey, Deputy Commerce Minister Alongkorn Ponlaboot, Thai Trade Representative Kiat Sittheeamorn and acting government spokesman Panithan Wattanayakorn.

With the theme of "Towards the ASEAN Community, From Vision to Action," the Summit and related meetings will focus on ASEAN community building, external relations development, tackling global challenges and other regional and international issues.

Mr Abhisit told reporters that ASEAN would press ahead its Community ideal even though some countries still have problems with their own regulations.

Thailand wants mostly to see cooperation on social, political, cultural and security developments, he said, adding that Thailand will push for more participation from the civil sector.

ASEAN announced at its 9th Summit in Oct 2003 its intention to create an ASEAN Community based upon three pillars: the ASEAN Security Community, the ASEAN Economic Community and an ASEAN Socio-Cultural Community. One year later it established the Vientiane Action Programme to realise this goal.

The Thai premier said the talks with dialogue partners would focus on regional issues including terrorism, maritime security, and the G20 meeting to be held in South Korea.

What should be the ASEAN response to the problem of the region's strong currencies is also a top agenda item.

The 17th ASEAN Summit will draw leaders from the ten ASEAN members including Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, Thailand, the Philippines, Singapore and Vietnam.

Following that, ASEAN leaders will hold the annual ASEAN Plus One Summits with China, Japan, South Korea and India respectively.

This year, there will be four additional Commemorative Summits with Russia, Australia, New Zealand and the United Nations in which Mr Ban Ki-moon, the UN Secretary General will lead the UN delegations in the 3rd ASEAN-UN Summit.

For sub-regional cooperation, Mr Abhisit will chair the Indonesia-Malaysia-Thailand Growth Triangle Summit and also attend the 2nd Japan-Mekong Summit.

The main issues to be discussed at the 17th ASEAN-Summit and related meetings are regional connectivity, regional architecture, Economic recovery and sustainable development, ASEAN Community, Environment and Disaster Management, Regional and International Issues.

The ASEAN Plus Three Summit will draw leaders of ASEAN countries and China, Japan and South Korea.

The East Asia Summit (EAS), or the so-called ASEAN Plus Six, will be held between the leaders of the ASEAN member countries and the leaders of six ASEAN dialogue partners, China, Japan, the Republic of Korea, India, Australia and New Zealand.

The EAS meeting this year invited United States Secretary of State Hillary Clinton and Russian Foreign Minister Sergey Lavrov will participate as special guests.

Next year the EAS summit will be enlarged by two new members, the United States and Russia.

There are 23 outcome documents to be released from the meetings, 13 of which will be adopted by ASEAN leaders.

The highlight of this Summit is the adoption of the Master Plan on ASEAN Connectivity which aims at enhancing intra-regional connectivity within ASEAN in three aspects: improvement of transportation linkages, rules and regulations for cross border communication, and the promotion of people-to-people contact.

Other main documents include an ASEAN Leaders’ Statement on Human Resources and Skills Development for Economic Recovery and Sustainable Growth, Ha Noi Declaration on the Enhancement of Welfare and Children.

ASEAN and its dialogue partners are expected to pass a series of documents including an ASEAN-China declaration on sustainable development, an ASEAN-South Korea declaration on strategic partnership for peace and prosperity, and the Hanoi Joint Declaration on 5th anniversary of EAS.
