PLN SHOULD NOT RAISE POWER TARIFF FOR INDUSTRIES NOW : REFORMINER
Jakarta, July 22 (ANTARA) - It is now not yet time for Indonesia's state electricity company PLN to raise its power tariff for industries, Executive Director of ReforMiner Pri Agung Rakhmanto said.
"We concede that PLN needs to raise its electricity tariff but not know," he said here Tuesday.
He said raising the electricity tariff now would not solve the problem of rotating power cuts.
Rakhamnto said the electricity crisis being faced now was actually a combination of problems, including financial difficulties, damage to power plants and the absence of assured primary energy sources.
Because the power crisis was a complex problem the government should not abdicate its responsibility, he said.
He said, before increasing the electricity rate, the government should carry out an audit on PLN's basic cost of supplying power to customers.
"Is it true that the economic tariff is about Rp1,300 per kWh?," he said.
He said the economic cost was so high because there were many non-fuel oil power plants which in practice were using fuel oils.
"If this condition is corrected, the economic tariff could be set at below Rp1,100 per kWh," he said.
Production cost would also be cut when the coal-fired power plants with a combined capacity of 10,000 MW had become operational, he said.
"So, it is not right to take the option of raising the power tariff now, much less so if it is intended to overcome the alternating power cuts," he said.
PLN is now considering increasing the power tariffs for type three industry customers (I3) and type three business customers (B3) which total 8,000.
The plan to increase the tariff was intended to prevent rotating power cuts as a result of the high gap between the power production capacity and the increase in demand for electricity.
PLN is planning to increase its power tariff for industries from the present Rp600 per kWh to the economic production level said to reach Rp1,300 per kWh.
