Iranian FM calls for change of conduct in global interactions
TEHRAN, May 16 (MNA) – Foreign Minister Manouchehr Mottaki has called for a change of attitude and conduct in global interactions.
It is necessary for the member states of the G15 to redefine their relationships and “a paramount step in that direction is a change of attitude and conduct in global interactions; a conduct which is based on justice, human dignity, respect for others’ culture and aspirations,” Mottaki said during the opening speech of the 32nd meeting of foreign ministers of the Group of 15, which was held in Tehran on Saturday.
The meeting was held to lay the groundwork for the summit of the G15 heads of state on Monday.
Following is an excerpt of Manouchehr Mottaki’s opening remarks:
On behalf of the Government of Islamic Republic of Iran I would like to welcome all the distinguished guests and delegates from member states of G15.
I hope through consultations and use of the past experiences we could take into consideration the crises and problems facing the member states and provide appropriate and sustainable solutions for these challenges making the group more dynamic and giving further impetus to its new round of activities.
When in 1961 founding members of NAM announced establishment of this movement, portraying sublime goals in favor of its member states, had believed that all third world countries in the light of independence, regional integration and further interaction could promote security for all its members and embark on a serious campaign against different types of imperialistic approaches, colonialism, racism, adverse impacts of foreign aggression, tyranny and occupation.
Within the goals of Movement, liberation from the domineering powers supersedes; the tyranny which has been practiced against the third world countries for several years having stripped them from their rich natural resources.
Efforts made by different countries especially the non-aligned members in restoring their deserved status in the world made the domineering powers change its means and policies using new mainly software tools to maintain their supremacy over the world especially the developing states.
Domination over the international communication and news networks through satellites and internet as well as mass media, control over the financial and monetary systems using the Breton Woods mechanism and strong US $, division of world labor in favor of their interests and requirements and in general globalization of the activities and measures of countries under the cloak of the new world order, are a host of measures adopted by the domineering powers with the aim of maintaining their supremacy over the world.
We are also once in a while witness to the use of hard power by these domineering powers in the occupation of Iraq and Afghanistan as well as their threats to use sanctions or military strikes against independent countries of the world in a bid to maintain the status quo.
Such measures which are taken under the cloak of development, welfare and human rights have resulted in nothing but the expansion of poverty and unemployment in the world, widening of the gap between the rich and the poor, further degradation of environment and deterioration of the world health and sanitation as well as emergence of new diseases which are claiming human tolls in the proportion of a genocide.
The current world economic and financial crunch has presented developing countries with formidable challenges such as rising unemployment, declining exports and revenues as well as social and economic instability.
Given the increasing world population and drastic decline in the limited world resources, the emergence of even more serious crises in such sectors as water and energy in the near future is not an unrealistic expectation. It goes without saying that developed countries which are the main consumers will suffer less from the owners of such resources that is developing countries in view of the measures and safeguards they have foreseen for such critical conditions. It means that in the event of the emergence of any crisis in the world it is developing countries which will suffer the most.
Founders of this group intended to play a more significant role in regional and global arrangements in line with their national interests, welfare and development; a role which was defined to reflect the potentials and capacities of the member states in international interactions and developments. However, as it was pointed out earlier in order to maintain the status quo the domineering powers have always denied these countries a chance to play the real role in different global arrangements. Certainly the way out of the current situation is a change in the status quo.
In the new millennium, member states of G15 should strengthen their ties in order to meet global challenges especially those emanating from economic globalization, architecture of international financial institutions, utilization of IT and fighting poverty, illiteracy and other barriers to development and enhance their cooperation in areas of common interest to them.
Islamic Republic of Iran believes that political, cultural and economic commonalities of the member states on one hand, and issues such as investment, bilateral and multilateral trade, energy and IT development as the main areas of mutual cooperation on the other, have created a conducive ground for enhancement of collaboration and creation of working groups for exploration of capacities and facilitation of cooperation among G15 member states.
In that context it is necessary for the member states to redefine their status and the modality of their cooperation with one another and also with those member states which play an effective role in global arrangements.
A paramount step in that direction is a change of attitude and conduct in global interactions; a conduct which is based on justice, human dignity, respect for others’ culture and aspirations and meeting the interests of all human societies through sincere collaboration of developing countries.
Certainly, the use of regional and multilateral arrangements can play a more effective role in the furtherance of our common objectives. The development of such arrangements based on cultural, geographical and economic commonalities should be followed by developing countries.
Holding this meeting on the verge of Summit adds more importance to what we are doing.
Therefore, it is appropriate that the present meeting of foreign ministers provides practical and concrete recommendations for consideration of the G15 Summit on the removal of the existing barriers to their cooperation and promotion of the efficiency of G15 as well as the development and enhancement of cooperation among the member states in line with their lofty objectives.
In view of the importance that it attaches to the enhancement of regional and international cooperation, Islamic Republic of Iran spares no effort to cooperate in this regard.
