Govt sets mid term pisciculture expansion target to cut poverty

DHAKA, Bangladesh, JULY 10 (BSS) - Bangladesh set a medium term target to increase, by fiscal 2010-11, fish production, expanding bio- technique based farming throughout the country to make more protein available per capita, generate 10 lakh employmentopportunities, augment income and alleviate poverty.

Senior officials told BSS that under its medium term budget framework (2008-09 to 2010-11) the government would go all out for bio-techniques based fish farming throughout Bangladesh, including a project for expansion at upazila level, under its third phase, to ensure food safety to the poor of the poverty-stricken areas.

The government set its mid term objective to increase fish sector's growth rate to five per cent from four per cent by expanding modern fish farming and management in both closed andopen water bodies, they said.

To meet 65 per cent of national animal protein needs the mid term budget framework (2008-2011), they said, would focus ofincreasing fish production through innovation of new variety.

The overall programme would support women's empowerment and seek to create one lakh employment for them by involving them infish farming on priority basis.

To achieve the objective the programme envisages application of bio-management in free water, implementation of the Fish Conservation Act, excavation to create fishing areas andestablishment of fish sanctuaries.

The government expects the overall programme would help increase poor fishermen's income, ensure food safety, cut down poverty across the country, especially in the poverty strickennorthern districts.

The programme would cut poverty by augmenting income of 2.70 lakh poor fishermen, bringing them together through institutional groups, to manage water bodies, under both the development andrevenue budgets.

Expansion of prawn farming in sweet water would be a keyobjective, they said.

The programme would help increase the income of poor fishermen, create alternate employment opportunities for them through NGO participation by expanding cage and pen aquaculturethrough training and technical support.

Under the programme, assistance and training for paddy field fish cultivation would be expanded to 85 upazilas from threeupazilas to increase the number of beneficiaries.

The plan would, they said, seek to strengthen research and extension programmes to develop improved strains of commerciallyimportant fish.

It also, they said, envisages development and management ofinland open water, coastal as well as marine fisheries.

Research on breeding and gene pool conservation of endangered fish species and extension of motivation for fish culture, jatka conservation measures and raising public awarenessabout it would be part of the plan, they said.
