UNCAC SELF ASSESSMENT WORKSHOP ORGANIZED


Ulaanbaatar, /MONTSAME/ A “Support to integrity and transparency efforts in Mongolia” /SITE/ project is part of Government of Mongolia and UNDP partnership in strengthening democratic governance for the attainment of national Millennium Development Goals (MDG).
The project builds on previous experience and on-going initiatives for strengthening national integrity systems. The project strategy rests on the indentified need for a four prong approach to address UNCAC and MDG monitoring and reporting; IAAC functional capacities; sectoral integrity initiatives; and strengthening accountability and transparency in local management.
In the framework of the project Mission from Basel Institute, United Nations Office on Drugs and Crime Regional Centre and UNDP Regional Centre in Bangkok worked in Mongolia between 12th -19th of March, 2010 for UNCAC Self assessment and capacity needs assessment of Investigation Division of IAAC, Mongolia.
Team members of Mission are Alan Doig, UNCAC Anti-Corruption Mentor, United Nations Office on Drugs and Crime Regional Centre for East Asia and the Pacific, Samuel De Jaegere, Policy Analyst-Public Administration reform and Anti-Corruption, UNDP Regional Centre in Bangkok, Jan Richter, Head of Public Accountability, Basel Institute on Governance and Pedro Gomes Pereira, Basel Institute on Governance- International Centre for Asset recovery.
The Mission specific objectives are establishment of the Steering Committee and the Technical Team of Experts for UNCAC Self-assessment, definition of roles and responsibilities of participating Mongolian authorities, to relay the goals, scopes and outcomes of the UNCAC self-assessment, to review the capacity of the IAAC’s functional capacity to manage and monitor cases from complaints registration to preliminary analysis to investigation and review of a draft Operational Manual for Investigation and case management and advise to the Working Group.
UNCAC Self-assessment consists of a comparative analysis of the extent to which the country’s national integrity systems, notably its laws, administrative procedures, institutions and programs are complying with the requirements of the United Nations Convention Against Corruption (UNCAC). However, the UNCAC self-assessment is not an end to itself. Rather, it seeks to enable countries to make progress in the fight against corruption by:
Encouraging a participatory and nationally driven process towards anti-corruption reform, by assessing the capacities of national anti-corruption systems, institutions and laws (de jure and de facto) and identifying possible reforms to fill capacity gaps;
Contributing to the UNCAC review mechanism, as mandated by the Conference of States Parties, by preparing the comprehensive self-assessment checklist that are subject to international review, international observations and subsequent follow-up.
An initial stakeholder workshop “Mongolia Self-assessment-Phase1” was conducted by UNDP on the 17th of March, 2010 at the Open Forum Society. At the workshop representatives from state institutions attended such as Cabinet Secretariat, Presidential Administration Office, Ministry of Finance, Ministry of Justice and Home Affairs, Ministry of Foreign relations, Civil Service Council, State General Prosecutor’s Office, Supreme Court of Mongolia, Bank of Mongolia, National Audit Office and IAAC of Mongolia and shared their views. Mr. B.Bat-Erdene, is head of Legal Standing Committee, Member of Parliament made open speech at the workshop. International Consultants made presentations on topic of “UNCAC Self-assessment methodology”, ‘Goals, Scope and outcomes”, “Roles” and “UNCAC” at the workshop. During the visit in Mongolia, Mission members interviewed with Leaders of IAAC of Mongolia, UNDP Management/Akbar Usmani RR a.i. and Shoko Noda DRR, Member of the Parliament Ms. Oyun, Mr. G. Bayasgalan, State Secretary, Ministry of Justice and Home Affairs and other relevant state officials.
