Kyrgyzstan’s Parliament approves opening of casino

Members of the Kyrgyz Parliament approved in the second and third readings the bills on opening gambling establishments in the country. 59 deputies voted for the bill, 7 voted against out of the total 72 deputies attended. Akylbek Zhaparov, the chairman of the Cabinet of Ministers said that gambling establishments in the country will be open where it is more profitable. “At the first stage, casinos will be open in Issyk-Kul Oblast and in Bishkek. Kyrgyzstanis will not be able to play in the country's gambling establishments, citizens can work in casinos and no more,” he said. The bills on opening gambling establishments in Kyrgyzstan were developed in order to create favorable conditions for stimulating investment and increasing the revenue side of the republican budget. The drafts define the legal framework for the operation of gambling establishments in the territory of Kyrgyzstan, the state regulation of gambling activities, the basic concepts, the procedure for the creation and maintenance of gambling establishments, the organization of gambling and their licensing, control over the organization and conduct of gambling and the responsibility of gambling entities. Gambling activity in the Kyrgyz Republic will be a licensed type of business activity. Licenses will be issued on a fee basis. The Cabinet of Ministers of the Kyrgyz Republic will determine the amount of the license fee.
