HE Sheikh Hamad Bin Jassim, Al Arabi New Conference

Doha,December 09 (QNA) - HE the Prime Minister and Foreign Minister Sheikh Hamad Bin Jassim Bin Jabor Al Thani has said that the task of the UN and Arab League envoy to Syria Lakhdar Al Ibrahimi has ended after the Syrian regime killed more than 50,000 of its people and destroyed the country. Ibrahimi should reach a solution with the US , Russia and China, on drafting a clear UN Security Council resolution transferring the power to the Syrian people, he added at a joint news conference with Nabil al Arabi, the Arab League Secretary General at the end of meetings by the Arab peace initiative committee and the Arab commission on Syria. HE Sheikh Hamad Bin Jassim said that the meeting of the Arab peace initiative committee held in Doha on Sunday and attended by the Palestinian President Mahmoud Abbas has issued a statement showing the way after the UN General Assembly upgraded the status of Palestine. A new phase will start by the Arab peace initiative committee to explore ways of conducting a fresh , meaningful peace process through a time table to achieve equity for the Palestinian people, he said. HE Sheikh Hamad Bin Jassim added that the conferees agreed to call for a donors conference in Paris in the first quarter of next year to help rebuild Gaza. He also noted that the legal status of the Palestinian state at international organizations was emphasized at the meeting. The environment around Israel has undergone a complete change and the majority of world nations have voted for upgrading Palestine at the UN General Assembly, he noted. Israel must recognize now or in the future that it cannot continue to impose its dictated peace. The Israelis should arrive at the conviction that there will be no solution to the protracted crisis except through giving the rights back to their rightful owners, he said. The discussions of the Arab commission on Syria centered on the upcoming meeting of the Syria friends in Marrakesh on Wednesday, on immediate relief efforts and on rebuilding activities after the crisis will have ended, he said. The commission discussed the task of the Arab League and UN envoy to Syria Lakhdar Al Ibrahimi. The situation on the ground necessitate that power must be transferred clearly to the Syrian people under a transitional government with full authorities ,he said. HE Sheikh Hamad Bin Jassim expressed the hope that the discussions that are underway in Geneva between Ibrahimi , Russia and the US will be conducive to a solution helpful for the UN Security Council to have a say. In answer to a question on whether the Syrian regime would use chemical weapons against civilians, he said he would not rule out the regime s use of any weapons, recalling that the regime believes it could only achieve its objectives through more killings. "The situation in Syria obviously needs a UN Security Council resolution to transfer power", he said, noting it was important to avoid wasting more time. HE Sheikh Hamad Bin Jassim made clear that the meaning of a transition of power in Syria has become more understandable by the UN Security Council permanent members. Meanwhile, the Arab League Secretary General Nabil Al Arabi said that the international community and the major five powers at the UN Security Council agree on the transitional phase in Syria which means that the regime was on its way to an end, pointing out that the ministerial commission on Syria discussed on Sunday the humanitarian situation and rebuilding efforts after fighting will have ended.
