CSB completes 1,534 organisational studies

Manama, June 8 (BNA): The Civil Service Bureau (CSB) has issued standard criteria for establishing top management positions for the various government entities which was approved by Shaikh Khalid bin Abdulla Al Khalifa deputy prime minister, deputy president of Civil Service Council.
The CSB has also successfully worked on various studies this year, marking a 12.5% increase over last year, with an average of 6.2 studies completed daily.
Overall, 1534 organizational studies have been achieved, including 28 organization top structure charts, 53 detailed directorate organization structure charts, 117 manpower ceiling studies, 10,279 positions, 100 part time position studies and 50 major projects.
As a result of these studies 2,030 employees were placed in the Human Resource Management system (Horison) within various government entities.
The CSB set standard criteria for establishing top management positions for directorates in the civil service.
This aims to limit the unnecessary expansion and administrative inflation within government entities, control the establishment of top positions, and define a clear mechanism for the drawing of main organizational structures of government entities.
This will contribute to estimate the actual needs of government entities, and will lead to the creation of more effective and efficient and streamlined regulations, control government spending, and achieve optimum utilization of human resources through the re-engineering and restructuring of government entities based on regulatory controls and foundations.
The CSB reviewed 28 major organizational structures, four of them issued by royal decrees involving organizing or reorganizing or establishing new top positions.
The major areas at study were the Ministry of Transport and Telecommunications, the
General Prosecutor's Office administrative body, the Court of His Royal Highness the Prime Minister, and the office of the deputy prime minister.
In addition, consultancy and advices were provided to government entities to achieve their objectives and to keep pace with their organizational structures developments related to the quality and volume of work through reorganization and development of administrative regulations and functions studies, which won the satisfaction of many government entities.
The major studies covered the Port sectors directorate, the National Authority for Qualifications and Quality Assurance of Education and Training (QQA), the Ministry of information affairs and the Information Affairs Authority, e-government, Al-Areen wildlife reservation, Supreme Authority for Media and Communication, Northern Municipality, Company affairs directorate at the Ministry of Industry and Commerce, Wages and Benefits directorate at the Civil Service Bureau, shifting of work permits from Ministry of Labour to Labour Market Regulatory Authority, and unifying job descriptions for nursing services position in Primary Care Directorate – (Ministry of Health)
The CSB also completed manpower ceilings for new government entities affiliated recently with a total of 117 studies and studied the possibility of the implementation of 100 projects for part-time positions, focusing on the Ministry of Education (31 studies), the Ministry of Culture (19 studies) and the Ministry of Justice, Islamic Affairs and Endowments (eight studies)
The CSB placed 2,030 government employees in their positions within the human resource management system (Horison).
Moreover, under the re-evaluation of Jobs and Salaries Project, CSB is currently in the final stages of evaluating more than 5,000 position titles spread across more than 15,000 jobs under the Civil Service Bureau, in line with the new evaluation standard system. At the same time a guideline of criteria’s for assigning new occupational series has been issued and applied on many positions titles.
